The former Cameroon striker only moved to Goodison Park last summer after his one-year deal with Chelsea had expired, but he has now been allowed to move to the Serie A club.
He scored three goals in 14 Premier League appearances for the Toffees, but had not featured since the 3-2 defeat at Newcastle United on December 28 as a move away became increasingly likely.
Sampdoria have been one of the best teams in Italy this season and currently sit fourth in Serie A, level on points with third-placed Napoli.
Coach Sinisa Mihajlovic said of the striker: “He’s a great player, who has won everything, and that attracts a lot of attention from the media, but this should not distract us.
“The reason we are third is thanks to these guys, their commitment and their daily work.”
Eto’o is expected to be presented to the fans ahead of Sampdoria’s clash with Palermo on Sunday.
