Given yesterday's flooding in some parts of Douala, should such a move be envisaged here??? What are your thoughts?

Ghana was the scene of a doomsday scenario on June 3rd and 4th when parts of the capital experienced horrific floods which were worsened by an explosion at a gas station. The floods conveyed the burning fuel, killing 96 people.
Now, President John Mahama's government has decided to tackle the flood menace by demolishing hundreds of homes and businesses in the Sodom and Gomorrah neighbourhood (what a name). This
move is intended to widen a lagoon in the vicinity.
Many of the residents poor inhabitants are unhappy as their homes and livelihoods have gone down the drain, but the government is not backing down as the floods early this month were caused by clogged drains filled with refuse.
