Does 3rd List Resolve The IRIC Controversy?

   
A third and final list of candidates admitted to the Professional Master of International Relations, Diplomacy section of the International Relations Institute of Cameroon IRIC, was published yesterday March 09 , 2015, by the Minister of Higher Education, Jacques Fame Ndongo, including 6 candidates whose names featured in the 1st list published last week, but were dropped when a 2nd list came out hours later.
This brings the number of students admitted to the Diplomacy section, this year, to 21, instead of the 15 places initially available.
Speaking on Crtv National Station (1pm news in French), the Higher Education Minister said this third list was published on the instruction of the Head of State.
I was watching the 7.30pm news on tv last night, and a learned Professor said the 6 names  were dropped off the list, on account of Regional Balance, and the other names were included for reasons of "Positive Discrimination" . 
SMH. 
But with the ensuing hue and cry from the dropped candidates and the public in general, pressure was exerted from above, and the meritorious students who were dropped, are now reinstated.
What do you guys think about this saga, and does this third list, end the controversy?
